An Open Letter To Rhun ap Iorwerth On E-Bikes (Part 4) The Standards Commissioner he says ''No case to answer''

Here's the reply from the Standards Commissioner at the Senedd.


Douglas also provided a similar response for Dan Thomas.



It does kind of make you wonder why they have timescales for replies to correspondence, if there is no censure for members who do not meet the target, doesn't it? Is the Commissioner really telling members ''You don't have to reply to anyone if ya don't want to!'' and all the members said ''Oh goody''. ''Hardly accountability is it Dwave'' says 'The Kid'.

So do we need to complain to some other body, and will they give the self same reply? Like these people.


Yep 'aims to improve public services and standards of conduct' Well having Assembly Member's actually responding to correspondence would be an improvement in standards of conduct, don't-cha think Rhun? Cos we are at 50 working days and counting, and still no replies from you or Dan Thomas. Hardly good practice is it?

So I tweeted Rhun this.


And while doing this I had another reply to my email from

We have noted the points you have raised regarding the current rules governing electrically assisted pedal cycles, particularly the restrictions relating to speed and throttle assistance, and your concerns about how these rules affect older and disabled people who may rely on e-bikes for their mobility and independence.

Thank you also for sharing your blog posts and for explaining the changes you would like to see considered.
As the legislation governing e-bikes and their classification is principally a matter reserved to the UK Parliament, there are limitations on what Cai can directly change as a Member of the Senedd. However, the issues you raise around accessibility, mobility and the interaction with policing in Wales are useful for Cai to be aware of.

We will ensure that your correspondence is brought to Cai's attention and kept on file as part of his consideration of transport and accessibility issues. Thank you again for getting in touch and for sharing your experience.

It sure would have been nice if Heledd office had contacted these two orgs if the ideas had been so good, or am I being picky? Maybe these two orgs can get hold of Geraint Thomas and a few of his buddies, to do the road test as suggested previously? I wonder how many e-bikes the cops have stolen from Heledd constituents over the last few years.

''Crushing e-bikes is a crime against da planet Dwave'' says 'The Kid'. And he's right, yet you have Po-lice officers acting like they are doing something noble when impounding them. Daylight robbery is all it is officer. 4.5mph faster laden weight on flat terrain, and transmission of the motor via a throttle, should not be sufficient grounds to rob someone, should it Rhun?

Right time to send yet another email. This is the reason I begged the officers not to take Excalibur. Eking into my retirement time, trying to stop them from robbing someone else on the spurious grounds they love to use. 

I also found this video on hi-powered e-bikes, and the cost of making them road legal. A totally different type of e-bike to the 250W one I had impounded. ''Where do you put the number plate, and da L plate on an e-bike Dwave?'' asked 'The Kid' I have no earthly idea Kid, is my reply. Plus the cost of insurance for these high powered e-bikes is a bit stiff, isn't it Rhun?

Heledd Fychan's office thought it might be worth my time contacting both of your orgs with regards e-bikes as sporting opportunities for our youth. Initially my contacting the Welsh Assembly was to challenge the impounding of my 250W e-bike by South Wales Police on what can only be described as 'spurious grounds'.

I'm trying to get e-bike laws changed here in Wales, and hopefully across the uk. After having mine impounded by the police. It was a 250W e-bike that I'd had delimited, and with throttle as a means of engaging the motor.
Laden weight meant it was going 4.5mph faster than the law allows for, and the throttle means a better ride. No mindless turning of the feet was taboo also.
I also came across your website during my search to see if anyone raced e-bikes, and I have to admit to lifting an image from your website  (although I did paste a credit to your website for it). Where young kids from 3-14 were racing various W e-bikes.
I found myself contacting the minister for sport in Wales Heledd Fychan, asking if she could promote it in Wales, especially in schools.
Her office pointed me to two organisations to contact, which I did and recommended they get in touch with you. I hope you don't mind, but you seem in a better position to help them than me.

I came across this video last night, a legal 250W e-bike with throttle. The part where the young lady talks about the specifications, and the need for the front mudguard to be modified. Was to me just more BS to make throttle e-bikes harder to 'legalize'.  If your bog standard mudguard is OK for peddle assist, then it ought to be OK for throttle. You've really gotta wonder if these rules are just jobsworths trying to justify their existence. Haven't you Rhun?


And in my email inbox was this from Trystan Davies's office.


''Here we go again Dwave'' says 'The Kid'. How about it was worded like this instead Eh Trystan? ''Thank you for raising your concerns over the impounding of your e-bike by South Wales Police. I shall be getting in touch with the First Minister to ask him to have dialogue with the Prime Minister on this issue, and whether he can indeed instruct all Chief Constables in Wales to 'not impound any 250W e-bikes, deregulated or throttle driven'. I have also contacted Anna McMorrin your MP to raise your concerns and ask her to speak to the Prime Minister about this issue. I can only apologize for the First Minister not responding to you. ''We should be so lucky eh Dwave?'' says 'The Kid'. It would be a ruddy miracle Kid says I. ps if Leon had read the blogs he should know I've already contacted Anna McMorrin. And she has yet to reply.

So today I thought I would chase up Rhun. And he's having a fab day with the 29.6% you know the amount of Welsh speakers in Wales. 


Question: It doesn't does it? If the bog standard mudguard is ok for peddle assist, then it will be just as good for a throttle driven e-bike. And that lovely Mr Newton would agree with me. That specification is just another bureau
cratic scam, to stop all 250W e-bikes from having throttle drive.

Why are the political elite such Grinches? Anti-innovation, anti-sanity, curb peoples freedom. And not enforce The Equality Act 2010 on behalf of it's people. The right to a reasonable adjustment. It's only a shame that the First Minister wishes to bury his head under the sand on this issue. Allowing the legalized theft to continue, all based on BS.

Do you know why this blog post has 'Cardiff County Council is an Unfit Landlord Rhun, cos yet again they are playing games at my expense.


And you can bet your ass, neither Rhun, Anna or the Ombudsman will be in touch over the above tweet. Oh and the contractors are just so everyone knows

Twice they were asked not to pick a tuesday, twice they picked tuesday for an appointment, and they cant be arsed confirming would the 20th Aug be OK not the 18th.
